Abstract
It is suggested that democracy is a human enterprise that involves far more than a market economy and parliamentary procedures. As suggested by Karl Mannheim, the most important ingredient of democracy is the spirit (Geist) of the population. In essence, in order for democracy to work, there must be democratization of the culture. -Authors
