Abstract
The responsibilities and duties of a state legislator are numerous. In addition to their policymaking efforts, legislators are expected to provide constituent service, preside over the bureaucracy, resolve conflict, educate the public, promote good government, and campaign for re-election to name a few. However, if there is one activity that dominates a legislator's time and energy when they are in session, it is the sponsoring of legislation and promoting its enactment into law.
