Abstract
In recent years, the Republic of China (ROC or Taiwan) has undergone a metamorphosis. Changes in domestic policy include the lifting of martial law, the legalization of opposition parties, the deregulation of the print media, and a series of popular elections to choose a new legislature, provincial governors, and, in March 1996, the first democratically elected president. In fact, the island is well on the way to becoming one of Asia’s few fully functioning democracies. Dramatic transformations in Taiwan’s security situation have accompanied these changes.
