Abstract
People are not our most important resource; it is the work system that most influences competitiveness. Research shows that management tends to use a piecemeal approach, even in the most innovative approaches. Maximizing competitiveness requires that we create a system of work that helps people clearly understand "who we are" and "where we are headed.".
