Assessing the Impact of COVID-19 on Courts in a Midwestern State
Abstract
To broaden our understanding of how COVID-19 impacted actors at all levels of the court system, this exploratory study relies on 49 in-depth interviews and 1,202 survey responses from court employees in a Midwestern state. Interview results indicate that most respondents felt safe and supported their respective leadership’s approach to COVID-19, but these perceptions varied based on individual- and jurisdictional-level characteristics. Survey results also indicate that nearly all court employees agreed COVID-19 significantly impacted court functioning; however, their perceptions of safety at work, case backlog, and job-related stress due to the pandemic varied by certain respondent characteristics, including court position and jurisdiction.
