Abstract

This thesis examines the record of Western economic aid to the USSR and the issues related to extending significant aid today. On the basis of both, it concludes that a U.S. policy of economic aid to the USSR is generally unsound. The thesis examines reasons given for extending economic assistance and/or investing in the USSR today, and then presents reasons against doing so.
